Would the emphasis be enforced during item submission? Would this alter the presentation for the collection?

I'm unclear what is meant by "emphasis" and how this would change the collection. Could you provide some more details as to what would be expected to happen if a collection was marked as "thesis emphasis" vs "file emphasis", etc?
