It's unclear to me if this use case is essentially about SWORD-based deposit? Is this a use case we feel has been "mostly implemented" already (via SWORD support), or are there outstanding needs that have not yet been met?
If this is mainly about SWORD and similar, it may have some overlap with Integrations - Support Standard Repository Machine Interfaces (OAI-PMH, SWORD, ResourceSync)
