1. HTTP 1.1 Support
    1. Caching extensions in 1.1 allow a system like Varnish to be put in front opf Fedora. Also allows browsers to cache TNs.
    2. Would also allow us to use resumed downloads and other standard features.

  2. Its included in HTTP 1.1, but its not required. It would be nice to support though.

  3. As of 4.0-Alpha-4, both byte-offset requests and caching headers are supported. Nigel Banks, maybe you could verify that this satisfies the use case?
