Migrating the binary contents of a large repository to a new system is an expensive and time consuming process. As an individual responsible for the maintenance of a Fedora repository, I would want to be able to migrate from a Fedora 4/5 repository to Fedora 6 without the need to duplicate or relocate binaries, or perform a restructuring of the storage infrastructure.
