cd /usr/local/fedora/data/fedora-xacml-policies/repository-policies/

mkdir islandora

Then Copy copy all the policies included with islandora into the newly created "islandora" folder located here "/usr/local/fedora/data/fedora-xacml-policies/repository-policies/".
