Researchers wish to deposit arbitrary collections of research data for archiving. Example: DATABANK <https://databank.ora.ox.ac.uk/> The system has to support packaged files (tar,zip) for datasets which can be very large (see separate use case for large file handling), while being able to sub address items within the package. (A disseminator could not this well.)

    As of 4.0-Alpha-4, Fedora supports byte-offsets in Datastream GET requests. Neil Jefferies, does this satisfy the use case?
