You can find a list of unassigned, outstanding items to be worked on in th the FCRepo TrackerNotify You can also report issues that you discover directly to this tracker.  Please notify us via the fedora-commons-developers mailing list if you plan on working on an item.  When you're ready to submit code, you can attach your changes (vs trunk) to the issue in question and let us know, again via the developers mailing list.  Note that there is also a Community Support Tracker in JIRA, where new issues can be submitted by anyone.  These issues have not necessarily been verified by the committers, but can be "claimed" by anyone in the community..
