Configuration classes modifications for Dynamic API branch alignment

Georgy will explain rationality for merging this PR into the main branch at the next meeting. Hopefully, Brian and William will be at that meeting.

However, it is completely outdated with the last version of VIVO 1.4.1 from 2012. We can’t find account for sourceforge to remove it, but we can add info this is outdated at Virtual Appliance Installation VIVO 1.2 (Windows)
